Subject area
Effect measurement is about measuring processes. It is of crucial importance to decision-makers in the health sector and to companies developing technology for this sector. This important role unfolds throughout the process from the planning of a new IT application to its implementation at a hospital for example. It also unfolds at various organizational levels, ranging from management to the employees who are involved in the planning and implementation of the IT application.
The purpose is to identify the effects that have arisen due to the initiatives that have been launched in connection to the utilization of new IT solutions. These effects can be attached to efficiency, quality, patient care etc. The effect assessment can be based on the goals and strategies that have been formulated for the organization. Or it can have a wider focus and seek to identify all the effects that may arise, planned or unintentional.
Effect assessment naturally includes the implementation process. The effects are bound to depend on the way the implementation is handled. It is therefore only natural to gather knowledge of this process and make it available to health organizations that are about to implement similar solutions.
